Joseph John Techar was born on February 17th 1910 in Hibbing, Minnesota.

- European-African-Middle Eastern Campaign Medal with 1 bronze battle star -and-
- World War II Victory Medal.
He received a disability discharge on August 2nd 1945, at the Baxter General Hospital in Spokane, Washington.
