Ms. Lowney served in the U.S. Army. She graduated from the Defense Language Institute in California in 1998 with a major in modern standard Arabic and spent five years in active duty with the Army as an Arabic translator.
Lowney is the daughter of Koralee and Lenny Sanford of Superior, Wisconsin, and Jeff and Cheri Lowney of Solon Springs, Wisconsin. She graduated from Superior Senior High School in 1995.
